Gros Frumos	d9172fc17c	kin: KIN-016 Агенты должны уметь говорить 'не могу'. Если агент не может выполнить задачу (нет доступа, не понимает, выходит за компетенцию) — он должен вернуть status: blocked с причиной, а не пытаться угадывать.
